Hair is created by first adding highlights in the right places and then smearing them into long streaks. From here, you need to divide them into finer strands using the smudge tool. This can be as detailed as you want, depending on how much time you want to spend on it. The smaller brushes on low opacity can divide strands very finely, giving more detail. Once you have the strands in place, strategically add highlights and shadows with the dodge and burn tools to give it more depth and waves. You can also pull strands over the face and background.
